Company Formation for Foreign Investors

Entering the Saudi market is a maze of licenses and scattered agents

100% ownership in Saudi Arabia — with one partner, not five agents

We advise you and execute on the ground, from your MISA investment registration to a company operating from day one, with a written guarantee to redo, at our cost, any transaction rejected because of our error.

01

We plan

An entry blueprint built on real numbers, not estimates.

02

We form

03

We operate

Office, team, systems, and operations from day one.

Pricing ladder

Three phases — start where you need to, and we stay until your company runs

The price you see is our professional fee only. Government fees are not included — they are added on top and paid to the authorities at actual cost, with zero markup. Prices in SAR, excluding VAT.

The Blueprint

Why our blueprint is different from any market study

Real quotes, not estimates

Every cost item is backed by a signed vendor quote — no market averages.

A living financial model you own

A live Excel model — change headcount or salaries, and see the 5-year impact instantly.

Execution-ready and fully credited

Take it to any provider — or execute with us, and the full fee is credited against formation.

We don't just plan it — we build it

Unlike advisory firms, we have an on-the-ground execution team in Riyadh that turns the plan into a running company.

Transparency

Government fees, at actual cost with no markup

A separate line item from our professional fee, paid to the government authorities and passed to you at actual cost. Below is what government fees cover at each stage of setting up a foreign-owned LLC, up to its first hire, and who charges them.

Government fees change, and some activities carry much higher licence fees. Our Market Entry Blueprint, Phase 1 of our Company Formation service, confirms the exact cost for your activity.

See the Market Entry Blueprint

Government fees depend on your activity, city, premises and first hires, and MISA sets its registration fee when it approves the application.

What government fees cover, stage by stage

  1. 1

    Investor registration

The investment registration fee, which MISA sets when it approves the application; Saudi embassy attestation of the parent company's documents and, where a Saudi body asks for it, MOFA attestation in the Kingdom

Charged by: Ministry of Investment; Ministry of Foreign Affairs

  2. 2

    Trade name and commercial registration

Trade name reservation, the commercial registration and the publication of the articles of association

Charged by: Ministry of Commerce, through the Saudi Business Center

  3. 3

    Government platforms

Annual subscriptions to the platforms a company needs to hire and manage its staff, for example Qiwa and Muqeem

Charged by: Takamol for Qiwa, a platform of the Ministry of Human Resources and Social Development; Elm for Muqeem, with the General Directorate of Passports

  4. 4

    Your premises

Registering the lease on Ejar, the Balady municipal licence with its inspection, waste-collection and signage lines, and the Civil Defense safety licence

Charged by: Ejar platform; Ministry of Municipalities and Housing through Balady; General Directorate of Civil Defense through Salamah

  5. 5

Your first hire (a foreign General Manager)

The work visa, professional verification of qualifications where required, the work permit and the expat levy, then the residency permit (iqama) with the Human Resources Development Fund fee

Charged by: Ministry of Human Resources and Social Development and Ministry of Interior, through Qiwa; General Directorate of Passports for the iqama

We pass every government fee through at actual cost, with no markup. Notarisation and legalisation by home-country authorities, translation, rent and payroll are not government fees and are counted separately.

Why us

Different from advisory firms — different from formation shops

We execute — not just advise

Advisory firms hand you a plan. We hand you an operating company — our team is on the ground in Riyadh.

One partner instead of five agents

No juggling an accountant here, a lawyer there, a visa handler elsewhere. One point of contact, one accountability.

Written re-processing guarantee

If any transaction is rejected due to our error, we redo it at our cost — written in the contract.

Published fee, government fees billed separately at cost

Our professional fee is published. Government fees are a separate line item, passed to you as-is with zero markup.

Milestone-based payments

You don't pay everything up front. Payments are tied to clear delivery milestones.

Weekly progress reports

You know exactly where every transaction stands each week — no chasing, no open questions.
