Frequently Asked Questions
The planner applies the formula in the 2026 Developed Nitaqat procedural guide: each band's minimum equals M times the natural log of the entity's total workforce, plus C. M varies by activity and band, and C by activity, band and year, both from Annex 1.
It then divides the counted Saudis by the total workforce and places you in the highest band whose minimum you meet. A Saudi counts in full with a GOSI wage (basic plus housing) of SAR 4,000 or more, as half from 3,000 to under 4,000, and not at all below that (ministerial decision 61706). Ministerial decision 88444 raises these thresholds to 5,000 and 4,000 from 25 April 2027, then to 6,000 and 5,000 from 25 April 2028, and the planner applies each phase to its year column.
The number needed is the smallest whole number of Saudis whose share meets the minimum, because the guide compares the ratio with the minimum directly and states no rounding. To verify
Example: for business services with a team of 20 in 2026, the Mid Green minimum is 45.71%, that is 10 Saudis. To verify
